AI chatbots have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democracy just eight days before the country’s general election.
Testing Reveals Consistent Bias in Chatbot Recommendations
The quartet of AI assistants evaluated by the AP “often end up with the same two parties”, irrespective of the user’s question or command, the regulator explained in a analysis released ahead of the late October vote.
For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.
Certain groups, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input exactly matches the stances of these political entities, the report indicated.
Official Warns Against Using AI Chatbots for Election Advice
The deputy head of the data protection agency, Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that did not necessarily align with their ideological beliefs, she added.
“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against employing AI assistants for election recommendations, as their functioning is opaque and difficult to verify.”
Election Context and Party Dynamics
Netherlands citizens vote on 29 October in an electoral contest that will be keenly observed around Europe for the showing of the Freedom party.
The right-leaning group of Geert Wilders is leading the polls but the lead over the left-wing and centre-right parties seems to be closing, with many voters yet to make up their minds.
All major parties have rejected a coalition with the Freedom party, meaning the runner-up party is most likely to provide the next prime minister.
Unintentional Bias Attributed to Chatbot Functioning
The AP emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the way AI chatbots operate.
